There's a scanner in my local area. It doesn't really work though. It hasn't reported wild pokemon in ages and lately even the raid alerts have been shakey at best. I've never seen it scan IVs....

The scanner in my area report iv. You can set up a notification for 100% iv Mons. There was a 100% unown spawn a few weeks ago in one of the residential areas and someone called the police because of the amount of ppl that gathered there.
