Giratina in masters is a beast, in my personal opinion the second most valuable mon after Tyranitar, and one of the most used overall.. the difference it's not Giratina itself, but the metagame. In Ultra it's just OverPowered, nothing can defeat it (bar Steelix maxed out to lvl40 with dragon tail and +90% Iv's, preferably hundo, but if you change it into giratina the oponent can swich out and send a fire/water/earth/fighter and youre trapped, so bye) so in Ultra is a must, because of a combination of TDO, spammable moves and a metagame full of starters and other fire grass water mons. In master it's the same, but you have options to fight back, or al least damage it a bit more. (Like tyranitar, metagross, SB mewto, Groudon). The same mons referenced above can play in ultra too, but they reach the 2500 cap at a low level (because of that they aren't fully developed in defense and HP). Giratina on the other side has a distribution that is benefitial in PvP, TDO is much more important than DPS, so it doesn't suffer the "undevelop syndrome" as much
Giratina in Ultra vs Master League
So I was wondering why Giratina isn't considered as big a threat in Master League as compared to the Ultra League. Is it cos of its CP limit not being that high or is there something else I'm missing here? Appreciate any feedback on it :)

It's still an absolute monster in Master League. One of the best pokemon for sure. However, it does have more threats compared to Ultra which is literally it's playground.
There's also the fact that a weather boosted Giratina only takes a few power ups and candy to reach the 2500 CP cap. Master League would obviously require more investment and for most players PvP isn't as "necessary" as raids currently.
The biggest reasons are Mewtwo and TTar. Both of the aforementioned are attack heavy, which leaves them extremely fragile in Ultra, which means that they are both not that great of competitors (TTar especially). Giratina on the other hand has high HP&Def/Atk ratio, the best Ultra moveset, AND (thanks to the aforementioned stunting of two of its best counters) relatively few good counters, which are even further limited by player access (how many people have a maxed DT steelix). Even among mons which SHOULD counter Tina, many are castrated by a max CP way below 2500 (mawile and Azu) or a bad stat line. A few (such as alolan sandslash or regirock) suffer from a bad move pool, or at least a move pool which can't compete with one of the two strongest fast moves in the game combined with one of the strongest charge moves.
In masters, with TTar and M2 not only unleashed, not only top meta choices, but (at least in bite TTar's case) extremely common mons for players to have, Tina is faced with two extremely powerful counters very frequently, which loosens its hold on the Master league meta.
Thanks for the responses guys, yes I did notice countering Giratina in Master is a lot easier with Tyranitar than it is in Ultra, perhaps cos of the 'undeveloped syndrome' as mentioned by TulipsRenegade.
I don't see why Ultra has to be 'boring' cos of Giratina, there's lots of things that counter it including itself. And the new move additions and re-balances that just dropped will only make it harder for Giratina. Great league is just not for my taste especially cos you can't use a lot of legendaries as they don't come in cps that low, and I just love the legends too much to never wanna battle in the baby league (like ever). Sorry if that sounded a bit too condescending I'm a pretty low level trainer myself (only L36) but I still can't accept a cp cap of 1500 for competitive battles, just my preference of course. You are more than welcome to have your own on it.
