Gengar is for much my favourite pokemon but in this game I have no lucky with it.
first it have no its ability to avoid ground type attaks :)

The problem is that on the first halloween event i wasnt able to catch pokemon and only could catch two ghost 1 gastly (transfered) and 1 gengar 51 to 53% IV 937CP 64HP 1600dust (one powered up to know it's true IV but didnt work) SC/SB

time latter I finally got enought candies to evolve mi first gengar but it have only Dark Moves (15/12/14 A/D/HP 91%) NO TM at that moment.

much time later i finally got my first gengar with decent IV and ghost moves H/SB (13/14/14 A/D/HP 91%)

At that moment I didnt know that SC was legacy and that it was the better move for gengar and also I didnt care about atk IV.

I'm happy with my gengar now al lvl 35.5 and waiting to reach lvl 36 to power it up till 2500 cp.

but now I want another one gengar sice SC is legacy and it seams that it will be legacy forever I must choose betwen my 50% gengar with SC or TM my Dark gengar to get at least SB.
Wich one do you power up?

Note: Raids just give me gengars with low IV.

Power up the Gengar with Shadow Claw. Any Gengar with Shadow Claw will perform better than a perfect one with the current best moveset, Hex + Shadow Ball.

I wouldn't bother with TMing the dark Gengar if you can solo Gengar raids. Sure you may be unlucky at the moment but with enough tries you'll get one with just as good, or better IVs and with a better moveset, preferably with Shadow Ball as it is easier to get fast TMs than charge TMs, and unless you have a legacy move, a fast TM 100% gives the other move, whereas charge TMs only have a 50% chance.

Gengar is my one of my favorites too. Shadow Claw is such a good quick move, but with Gengar's insanely high attack stat, it boosts its power even more.

As a side note: Gengar lost its ability, levitate, once gen 7 was released, and now has cursed body

Power up the legacy one. IVs don't make that much of a difference. I powered up my db/dc Dragonite and haven't regretted it.
