Gen 4 low tier raids guess

My previous question on investing Shuppet/Banette makes me curious about which pokemons from Gen 4 are likely to be picked as low tier raid bosses, so that we can make some more target-driven investment.

I'd advise against investing in anything unless it matches current raid bosses (as in the current raid bosses when gen IV's released). Powering up something for something as unpredictable as lower level raids is like finding a needle in a haystack, theres too many possibilities (personally, I think they'd go the route of making most of them pokmon that got gen IV evolutions as many are/were already raid bosses) Also, most of that stardust and candy could go to waste as gen IV is coming soon, and theres no telling what will be good and what wont be (the guide on gen IV does assume best conditions, which isnt likely to happen), so depleting stardust before that comes out could put you at a disadvantage if something that outclasses what you've powered up is released, or what you've powered up turns out to be ineffective against raid bosses (though this mostly applies for tier 2 and 3)

TL;DR, save powering up until gen IV's released, then make you power up decisions from there

No serious player powers up counters for tier 1 and 2 raids. However, they may avoid investing in species that are likely to become tier 1 or 2 raid bosses in future.

Im aware no one powers up tier 1 counter, but depending on trainer level, tier 2's could be challenging, I had a bit of trouble dealing with an Eggtree even though im level 36, didnt have anything other than one dragonite powered up that could counter it (I assumed "lower tier" raids were 1-3)

Between Cloyster, Jynx, and Piloswine, an Alolan Eggy solo should be trivial as low as level 20...

According to Pokebattler, Alolan Exeggutor can be taken down by a single level 30 Articuno (Dodge Specials - Realistic), Dragonite (Dodge Specials - Realistic Pro) or even Cloyster (Dodge Specials - Perfect).

Cloyster was a bit tricky but it isnt likely that another one with 323 defense gets a lvl 2 raidboss.
Niantic sadly made Shuckle lvl 3

Yeah, Shuckle was a very bad choice as a Tier 3 boss... same as Sharpedo being a Tier 3, as it could have been the very first soloable Tier 4 boss (maybe it would require weather boost, but whatever).

Thank you guys for the discussion! By saying lower tiers I mainly aim at soloing tier 3 since most tier 1 and tier 2 raids can be accomplished easily after getting lv 30 for most players alone. I still remember it's totally impossible for me to solo Alakazam, Flareon and Jolteon when the raid system first became available last year.
With weather boosts and friendship system introduced into the game, it's getting much easier now. But still, solo tier 3 without weather boost (weather won't always on our side) can be quite hard, like Donphan now. So I'm wondering which Gen 4 pokemon could have the potential to be a tier 3 solo challenge for us so that we could get prepared ahead of time.

Should be pretty challenging, but it has several weaknesses that can be exploited. I'd be more worried about Drapion and Spiritomb that are only weak to a single type (and those types don't have great DPS options).

Solo raid difficulty is mainly about high defense. Looking at the pokemon list, the following stand out:
Bastiodon, super high def but double weakness might make it soloable.
Probopass, same as above.
Dusknoir, seems like a very hard solo, probably requires SC Gengars or Mewtwos.
Gliscor, high defense but double weakness makes it easier.
Drapion, high def, only weak to ground, could be unsoloable without weather boost.
Tangrowth, Bronzong, Hippowdon, Mismagius, Roserade, Lopunny, high defense and no double weaknesses.
Spiritomb, high defense and only weak to Fairy.
