I think i heard this problem lots of times and it possibly means:
* You are living in a ghetto or super rural area (Nobody raids in those places unless they have sophisticated raid groups)
* You came there too late - Most of the raiders are out of the EX Raid past the first 15 mins since the egg hatches.

Not getting a ex raid may be bad but imagine getting a invite and only 2 people show up. Waiting till the last second you a lvl 35 and the other 29.

This happened to a group of people in a Discord I'm a member of. They identified only 4 people receiving an EX pass for a specific location yesterday and were hoping others not on the Discord would show up. Sadly, no one did. They waited until the raid timer expired, having tried to beat Mewtwo several times unsuccessfully. They were pretty devastated.
It seems like Niantic didn't send out enough passes for that location (or if they did, others weren't able to take the time off to do an EX raid in the middle of a work day). Either way, it's an awful situation to be in, so I definitely empathize with you. =\
Been playing since the beginning and am just about level 39. Never got a ex raid pass. I know a few that have. It's flat-out iditotic to expect people to have a raid at noon on a weekday. Niantic needs to loosen up the restrictions on these things. Or just stop the nonsense completely and just throw mewtew out there for a monthly raid. It's the only fair way to do it.
Niantic has been pretty fair in the past few months. They seem to have reeled in the customer resentment. However, for this pokemon I still see a lot of resentment over it.
Me? I don't care. No pokemon has been so game-changing that you are left behind in the meta without one.
