Dratini
Hey there , I am new to PoGo ... I have searched a bit around to find some answers apo the IV and how much it matters for raids and attacking Gyms. I saw rly different opinions tbh with you so I am still stuck with my dilemma :$ I have three Dratini and I would like to evolve one into Dragonite , 1st. 794 CP with 15A 7D 13ST ( which would evolve 3,2k Second one 701 CP with 14A 14D 12ST ( which would evolve 2,8k ) and the third one 563 CP with 14A 13D 15ST (which would evolve 2282) . I d love to hear some opinions before I push the button !

As Aeronaut said, wait until the end of the event.
As for your initial question: If you ever get to the point where you max it out, the IV will matter more than if you plan on just evolving it and using it. If you're probably just going to use it now, maybe choose one with higher CP.
You will eventually get more candy anyway, so you might end up being able to evolve several.
I have 170 🍬 , I suppose it doesn’t hurt to wait . I understand what you mean. My deepest question though is more like : will I see a difference in the game if I use same lvl and same cp Dragonite (with same move set off) and one is 15-9-15 and the other 15-15-15 ? As in those 6 points in defense will have a visible impact ? Because Attack I get it matters for the max CP and HP is Visible too , but the defense points ?
Sometimes the 15/15/15 Dragonite will survive an enemy attack that would make the 15/9/15 Dragonite faint. This may let the 15/15/15 Dragonite fire off another Dragon Tail or, better still, another Outrage. If you use the Dragonite often, the small difference in performance will add up over time.
During this event, Dratini is more common than usual, so look out for them and Pinap every Dratini you see.
14A 13D 15ST is your best. Go for that one if you don't find a better one during the current event.
Forget about the first one, is trash. Only useful for trading for extra candy. Only because something has 15A, it doesn't mean is good.
High level is not a factor either. When you can only afford having one iteration of something you want the best possible one. Long term you will not regret having invested in something that will be always good.
