I think the post was a satire of a endless debate.

Only if you faint right after using it. This is the one bar vs. two bar debate that is as old as the game.

It is a joke, '104% of the maximum damage' is a big tell

But on a serious note it hasn't always been like this, nor does it apply to every multibar vs single bar. Aqua Tail in the very old days (55 power 2 bar) was vastly superior to Hydro Pump (60 power 1 bar). Then Hydro Pump got the buff to 90 power and Aqua Tail down to 45 power (2 bar). Now we have the 130 power and 45 power (3 bar) versions of the moves.

Hydro Pump is more likely the better move of the two, except for the very first 60 power version.
