Does heat turn the weather to cloudy all the time?

Today is extremely hot and hot in a way that it's actually uncomfortable. There was not a single cloud in the sky and the weather was "Cloudy". Cloudy my ass! It should be sunny, and this is not the first time the weather was like that.

I'm pretty sure that if the outside temperature is hot to a certain degree, the weather will think it's about to rain and will display it as if it were raining (Or about to rain). Extremely annoying, since i'm seeing the same few trash pokemon in Cloudy and it does not boost any raid boss whatsoever sans Machamp.

Can anyone else confirm if heat goes to a certain level the weather will display as cloudy because it thinks it is about to rain?
