CP cutoffs for motivation loss

I've somewhere heard they are at 1,5k and 2,1k CP - and than I've heard they are at 1,8k and 2,4k

So what's the deal? I evolved 2 1,6k Wigglytuff today and want to know, if I can use them in gyms, especially since their fairy moves are almost always weather boosted - low-mid turnover area
