Countering Kyogre in cloudy weather

In the latest article, Hariyama and Machamp are good Kyogre counters in cloudy weather.

But what about Breloom? It has higher attack, and resists Hydro Pump and Thunder.

Against thunder and HP there are better options. Against blizzard the fighting Pokemon can be viable in cloudy weather, but breloom is weak to blizzard.
