The best moveset is Counter + Close Combat, a double fighting moveset makes it a solid attacker.
As there are no Grass/Dark Pokémon in the current game, Close Combat out-classes Megahorn easily, the 0.1 seconds, particularly, only affects a small part of a match.
Psychic hits Heracross for super effective damage, so using Heracross against Exeggutor is pretty bad, since Confusion was buffed.
Counter out-classes Struggle Bug, easier to dodge with while doing more damage in most cases, and the 0.9 seconds cooldown is in the ideal range for dodgers.
Don't forget that Heracross is a region-based Pokémon, so don't be surprised that you never seen one in your country. If Heracross isn't allowed to earn (or rare) in your country, Machamp is also a good choice against Blissey/Snorlax.
