Extrasensory is easier to dodge with while Confusion outputs more DPS in general.
DPS against Blissey in general:
Confusion/SoB: 12.955 DPS
Extrasensory/SoB: 12.915 DPS

The stats below aren't comparing with Blissey.
Comparing the dodge DPS, Extrasensory is superior:
Confusion/SoB – 28.056 DPS over 17.501 seconds
Extrasensory/SoB – 28.165 DPS over 15.8 seconds

However, if with no dodges, total damage output after 99.3 seconds:
Confusion/SoB: 2977 total damage output
Extrasensory/SoB: 2841 total damage output

We can see that Confusion is superior to Extrasensory for the people who doesn't dodge very much.
For the people who dodges, Confusion is OK, but Extrasensory is superior in most cases.

One interesting metric I'd like to see implemented is the DPS per successful dodge cycle. Confusion is higher DPS but you cannot fit two in between a ZH for Blissey.

For those pokemon which firing twice between an enemy quick move is clearly impossible. E.g. Jolteon Volt Switch, perhaps a 'dodge one enemy move every other time but fit three volt switch DPS' can be used but then this gets clearly confusing and I'm not sure if trainers would actually do this in real life.

I'd imagine, the pokemon with the highest power moves that can fit in twice between an enemy quick move would be optimal. Dragon Tail off the top of my head should work quite well, along with most of the 12 power ones like ZH and Extrasensory.

You are rigth, as time passes and we all progress, the model needs to becone more and more complex. Here the advantage is for simulators with heavy coding, like pokebattler and less on spreadsheet ones.

To add a layer of complexion,

Different tactics and enemy moveset may lead to different 'optimal dodging strategies' for each.

I.e. Consider 3 Flareon, FS/OH, E/OH and E/FB (used to be the best)

2 Fire Spin can be fit between a confusion, so does 2 Ember
However, only 1 Fire Spin can fit between a ZH/Extrasensory (safely), could try two but it starts to get dangerous. Two ember can still be fit safely.

Is FS or Ember the safer moveset then with this restriction? Or risk it with Fire Spin and try to fit two of them in?

Alternatively is the best solution, for the FS/OH one at least, just to not dodge and finish the Exeggutor in one cycle? (Level 30 FS/OH destroys 2700 Exegg with one cycle)
