Best Eevee evolution?
Lvl 11 13/11/15 86% Eevee. Thought it would be good for Vaporeon since she’s bulky. Would you agree?

Depending on your level, wouldn’t evolve that eevee (unless you’re like level 12).
To answer your question of best evolution, you have to look at your teams. If you don’t have any eeveelutions, the best 2 are undoubtedly Vaporeon and Espeon. Obviously one fits a water type, the other a psychic. Whatever you have less of, I would evolve this into, just so you can get more favourable matchups more often. Honestly non of the eeveelutions are that bad, except for Umbreon.... Umbreon sucks, unless you’re really desperate for a dark type.
Are you asking: Should you use the nickname trick to guarantee the evolution of this Eevee? Each nickname works only one time. Save them for Eevees with higher levels and better IVs. Eevee spawn rates fall a lot during events like the current with increased fighting pokemon, but normally Eevee can be be more plentiful and partly-cloudy weather boosting can help provide really high level/IVs.
Honestly I would transfer that. 86% with 13 attack isn't good enough to spend all the stardust it would take from level 11. When people get a 98-100% Eevee and ask me what they should do with it I suggest Espeon or hold onto it until gen 6 for Sylveon. (I know gen 6 is a very long time away, but Sylveon should be a really great fairy Pokemon)
All of the Eeveelutions are outclassed by some margin. Which one is best depends on your accessibility to the Pokemon that outclass the Eevees. It goes like this:
Kyogre > Gyarados > Vaporeon
Raikou > Zapdos > Jolteon
Moltres/Entei > Flareon
Mewtwo > Alakazam/Espeon
Tyranitar > Houndoom >>>>>>> Umbreon
So the best Eevee evolution depends on what legendaries you have and how much rare candy you have. I would say that Espeon is the best followed by Jolteon/Flareon with Vaporeon close behind. However if you don't have Kyogre or Gyarados then you have a great need for Vaporeon.
However, unless Eevees are rare for you, wait until you find a higher level one. Level 11 requires quite a commitment to bring it up to usable levels.
This is all true but.....
Outside of events partial cloud is the most common weather type and eevees with both much higher levels and usually better ivs are easy to come by.
Consequently they make good foundation teams that take no rare candy (the limiting step for most players making full teams of t5s not practical for most people) and often minimal dust to allow you to make meaningful contributions to many raids. Consequently for upcoming raids.
Flarion followed by vape. With espeon as a notable good consistant mon.
Moltress and entei will likely soon be displaced by heatran and hence not worth rare candy. And flareon will be good against steel and ice ( so saying if you haven't managed to get at least a couple of servicable champs out of this event you aren't doing it right)
Vape against rock unless you are flush with kyogre and maybe gary (although again, we have a fighting event at the moments so little excuse)
Espeon is more the servicable in it main roll, unless you have lots of charge tms to swap between shadowball and psychic,
Jolteon is ok but will not see raid use again for some time and will be superceeded by electrivire by the time it is used again.
Umbreon is useless outside of looking cool.
Upcoming glaceon and leafeon are likely to be servicable in their rolls with mo really outstanding grass pokemon due any time soon and mamoswine likely being better but for maybe less available then eevee.
I wouldn't evolve or power up any Eevee lower than level 20 - level 20. Or, for that matter, anything other than mass-evolve-and-transfer stuff like pidgies. You're not going to want to spend the dust it takes to power them to where they're useful.
And, that's not even a good one.
Save the name trick for when you have a 90+% lvl 20+ eevee or 75%+ lvl 31~35 one.
