Attackers tier list - Legendaries positions

I think there is consensus that among the legendaries, raikou is one of them most players would power up or even max out. However, it can't even make its position to tier one attackers regardless of its relevancy to attack frequently defending water mons in gyms.

What do you think?

I agree with placing him in T2. Consider the description for T1 Attackers, "Tier 1 [...] supreme species [...] high Attack, great moves, and advantageous typing [...] favorably matched against many targets."

Kyogre (270 Atk), Mewtwo (300), and Rayquza (284) all have a significantly higher Attack stat than Raikou (241) and fit perfectly a generalist role with their all round stats. Machamp (234) has lower Attack, but absolutely shreds the three most common gym defenders (Blisslax and Chansey), as well as Aggron (T4 raid boss), Tyranitar (T4 raid boss), and Steelix (tanky gym defender). Absol, Lapras, and Snorlax (again), also T4 raid bosses, fall quickly to 'champ.

The description for T2 attackers, "Tier 2 [...] frequently top attackers in many matchups [...] likely be relevant for generations [...] aren't as dominant as Tier 1 Pokemon" seems to me Raikou's ideal position, given that Raikou isn't a generalist on the level of the three legendaries in T1, and doesn't hold a candle to Machamp vis-a-vis countering the most common gym defenders - apart from Gyarados and Vaporeon (would you consider Milotic a common defender?). Gyarados is itself frail as a gym defender, and Vaporeon has a number of strong counters.

Also should add that Raikou is almost certainly commonly maxed out because there aren't any other electric types that come close to matching his performance, save Zapdos, but Thunderbird has movesets that don't quite compare to those of Thunderdog (TS > CB, WC > TB, Th, ZC).

All the Regis are also weak to fighting, so machamp only gets better

And gen 4 has a big legendary that is weak only to fighting and ground. With the current information, Machamp is looking like one of the best investments in the game. It'll probably get outclassed hard with gen 5 but that is a very long way off.

The release of the weather trio has caused power creep.

If not for them, Tier 1 would be Mewtwo, Dragonite, Tyranitar, Machamp and possibly Raikou.

For gym play as a generalist, I'll take Raikou and its two-bar charged move over Kyogre any day.

Raikou is great for dodgers. I would definitely place it at the top of 2nd Tier for its Generalist abilities. For those without a dnite/ray/mewtwo it definitely does an adequate job. I don't usually put it in my first slot of my gym attacking party but i always leave it there. It's the only good answer for Gyarados since Gyarados has a very good defending Quick Move. Keeps it from getting off that Outrage or Hrydro Pump

Honestly I think Raikou deserves a place in any optimized gym attacking lineup. Its strong matchups are incredibly strong and its generalist performance is good too. Handling Dragonite well is great and its potion efficiency is great too because dodging with it is so easy.
