Are weather mon displacing your previous biome mon?
Before weather was added I could count on several magikarp (10 or more), and usually 1 or 2 dratini, each time I visited a popular loop trail around a small lake in the city. Since the weather effects, I'm lucky to see 1 - 3 karp (oddly, 2 of those have been shiny) and not a single dratini! I've noticed the same in other water biomes, including the coast.
Have you noticed that your "best" biome is affected this way? I don't care if grass mon are displaced, but I need my water mon! Do you think this is a glitch or temporary? Our most common weather is sunny/clear, so this would be a real problem.
Thanks.

There's a water biome situated by the main river running through the middle of my town that I visit fairly often, but since the weather boosts I've seen a single Dratini (fresh in my memory as it happened today) and maybe a few Magikarp.
Our weather is pretty varied, so I think I've experienced the area it through every variation, except perhaps foggy. Not even rainy or windy weather seems to help.
I live in a city, and there's mostly terrain on my area, so I was always seeing the usual Murkow, Pidgey, Rattata, Sentret, Natu, Goldeen, and Staryu infesting my area. I was also seeing Houndour often, as well. After weather is added, cloudy weather became the typical weather here, with Gulpin and Jigglypuff taking the place of the previous commoners.
Fast forward to now: it's been windy weather over here for the past three days. Rightfully so, since the weather is actually really cold and windy where I live. Now, I can't get enough of all the garlic head Meditites and Natu infesting my area. But, sometimes Ralts does appear, so it's not all bad, and Delibird has been a huge help with my stardust grind. Since weather was added, I went from seeing Pidgeys and Murkows everywhere to seeing one to two Pidgeys and Murkows a day, and haven't even seen one Houndour since then. And, of course, the plethora of Ice-type Pokémon have currently marked their territory in my area, as well. I don't think weather affected my biomes in any negative way, just diversified it a bit, but I am getting tired of seeing the garlic head already lol.
I think weather has claimed some of the spawn points permanently, I think Gen3 has diluted the remaining spawn points, and the Holiday event has drowned everything. (Even saw a wild Lapras-have never seen a wild one except fire/ice event).
So to answer: yes-ish
All I know is this morning when two karp spawned at a park (unusual for this park) I made sure to pinap them both.
I feel as though my area has mostly been positively effected by the weather factor. I was in a very water heavy biome, and though I barely see any mudkip(unless it is raining), now on sunny days I can catch Torchic and other fires which was unheard of here. Also we get cloudy weather a lot and it is nice to be able to find fighters and ralts because of that.
R.I.P. Magikarp.
I've caught maybe twenty since weather was introduced. Naturally, one of them was a shiny, but still I fear my progress in that department is about to slow down.
Some friends of mine sent me the most recent TrainerTip Video. A guy in Singapor has 38. A number significantly higher than my 21 (caught a snorunt too), however, I would be interested to compare our total exp/shiny ratio
