Nope, just because Lati twins are raid bosses too, they’re only worthy against SoB, against FB or BB Golem, Tyranitar, Kyogre, Zapdos and Raikou are better, and against SoB the last two are still better

You can use Outrage too without much difference, AP is so damn slow, fillers to be considered are Gyarados and any high dps dragon moveset user against SoB

It is better than Zapdos against all movesets and top dog against SoB. It's true that if you have a full team of maxed golem, kyogre, raikou, SE ttar you might not find it very useful, but most ppl don't have that roster.
Personally I doubt if I will do another Latias raid, so that's not an issue.

I bet Golem and Tyranitar are easier to get than Rayquaza for anyone, I don’t like Latias too, but I still do high tier Raids just for rewards (I spend money on the app)

No. Yesterday I used my all Golem team with 4 friends and we took down weather boosted Solar Beam Ho-Oh twice, with 3 seconds and with 8 seconds left.

No. I need OR Ray for every Latios raid, whereas against Ho-Oh it would only be useful for 1/3rds of the raids. I have a decent team against SoB either way.
