I'm trying to develop some guidelines about when re-releases and shines come out for legendaries. Seems like we get the main release as a raid boss (consider Moltres, Articuno, Zapdos), then it comes out as a Special Research Breakthrough, and finally they do a raid day or short stint as a raid boss with the shiny.
For Kyogre, we had 2 re-releases, with shines. I can't remember if the first re-release had shines or not. We're still expecting a re-release of Rayquaza and Groudon with shinies (I really like the bright green shiny Groudon - one of the few that I might raid just for shinies, and also I don't have many good ones).
And then there's Ho-Oh, Lugia, Latios and Latias, who have already had their shinies, and may or may not ever be research breakthroughs.
Armed with all that, I'm going to guess that we'll get Groudon with shiny for a few days, then Palkia for a month, then Rayquaza with shiny for a few days, then Dialga for a month. I don't think they will re-release Rayquaza right before Palkia, since Ray is a top counter, and they won't release Dialga before Ray or Palkia, since Dialga would be a top counter for either of those.
Or we could go straight to Palkia, and then do something with Groudon and Rayquaza around Xmas, and then Dialga.
Kyogre's first re-release during legendary week with Groudon and Rayquaza was without shiny. It's 2nd re-release during the water festival brought about its shiny.
The Latis have not had their shinies released. They're likely candidates for the next two sets of breakthrough boxes.
Something I thought of while typing this was that Kyogre's shiny release was part of an event. I'd guess Groudon and Ray would have their own events with their shiny releases.
Palkia or Dialga seems most likely, with most people leaning towards Palkia. Historically, each Pokemon in a trio was released back-to-back. The bird trio was released one after another, the Johto beasts were released back to back, the weather trio was back to back, and the regis were back to back. Any re-releases outside of 3 hour raid days or 48 hour weekend events like for Go Fest were done in between sets of trios or alongside the current T5 without completely ousting it, in the case of Ho-Oh alongside the Latis.
Smart money's on either Palkia or Dialga being next with the other one being rotated in December. We are also on yet another Kanto kick until the 27th so they COULD do a re-re-re-re-release of the Kanto legendaries for a week.

Yep, 6 minutes to go, and we have no official word on what's next. Might have to wait until 5:00 when the first new eggs hatch. Quite surprised and a bit confused.
The only way this would make sense is if there is some event starting and everything will go haywire (in a good way) like the whole weather trio is in raids at every gym simultaneously (like a raid day), or something like that. Not holding my breath.
