Offensive Moves Explanation
  • Bite and Water Gun are exactly the same in DPS and cooldown.
  • Water Gun has a 2 energy gain advantage on Bite. It is marginally better for this reason.  
  • Bite's type coverage is negligible in this meta, but because its damage is on bar with Water Gun, it's still usable.
  • Hydro Pump is the best Water type charge move in the game, and with STAB, it is Blastoise's optimal move.
  • Ice Beam is a two charge move with considerable damage, but Flash Cannon will hit harder if you can stay alive. Both are fine and have their advantages, but you should still TM for Hydro Pump.
Defensive Moves Explanation
  • Bite hits marginally harder, and is therefore optimal due to the defensive CD penalty.
  • Ice Beam will not only get more hits in, it covers Grass type, Blastoise's biggest weakness. 
  • Flash Cannon has a really big dodge window. Between it and Hydro Pump, both can be considered for defense, but might not get any activations.  
Rating Explanation:

Blastoise, unfortunately, has earned the title of "a slightly worse Vaporeon," and this says it all. Blastoise's base stats, though relatively impressive, leave him with lower effective health than Vaporeon. That said, being a slightly weaker Vaporeon is still really good! Pokemon who don't match up favorably vs. a pure water-type will be easy pickings for Water Gun + Hydro Pump Blastoise on attack, which is where he is best.

On defense, Blastoise is considerably weaker. The main reason is his lack of a quality defensive special move that can take advantage of STAB, and having relatively weak quick moves doesn't help, either. Ice Beam is it's most useful defensive move, as it stuffs grass-type attackers that might prey on Blastoise's pure water typing. Flash Cannon is an efficient move on defense, despite the lack of STAB. In conclusion, a good Blastoise is good, but a good Vaporeon is better.
