PVE Offensive Moves Explanation

  • Waterfall slightly edges out Water Gun. Either should be paired with Hydro Pump for Water-type offense.

  • Dragon Breath and Outrage make up Kingdra’s novelty Dragon-type attacking set.

  • Blizzard, though it lacks STAB, outdamages Outrage if hitting a target with a double weakness to Ice.

PVE Defensive Moves Explanation

  • Waterfall is preferred for its high base damage.

  • Hydro Pump is slightly favored over Blizzard due to its raw power and incredibly early damage window.

  • Outrage, despite being a 2-bar move, is too slow to compete with its 1-bar alternatives.

PVE Overview

Kingdra currently stands as the only Water / Dragon type in Pokemon GO, and the only one in the entire franchise not named Palkia. This unique typing accords Kingdra special advantages, such as doubly resisting Water and Fire-type attacks. Unfortunately, its very well-balanced stats in the main series don’t translate well to GO; it’s neither bulky nor strong, and as such, it hovers on the cusp of viability.

PvP Moveset Explanation

Dragon Breath + Outrage and Hydro Pump

Ever since PvP came out Dragon Breath has become one of the most popular fast moves due to its high damage output (4.0 DPT), and Kingdra benefits from it. This moveset is Kingdra's most straightforward one and focuses on powerful but relatively neutral damage to overrun its opponent, since Dragon-type attacks are mostly unresisted and only effective against other Dragon-types. Outrage is almost always preferred on Kingdra due to the cheaper energy cost compared to other options, and relatively neutral damage which is mostly unresisted. Hydro Pump and Blizzard have identical stats for PvP, but the former has STAB and the latter can offer more interesting coverage. 

Water Gun* or Waterfall + Outrage and Blizzard or Hydro Pump

A specialist moveset that takes advantage of STAB from Kingdra with an emphasis on the Water typing. Water Gun is a legacy fast move that focuses more on energy gain, while Waterfall hits harder at the cost of slower energy generation. Both have their perks and niches depending on the matchups, so do your research ahead of time to make sure you choose the right one. Outrage is still the most commonly used charge move due to its lower energy cost and STAB benefit. The choice between Blizzard or Hydro Pump is up to preference depending if the player decides to go for the former's greater coverage or the latter's harder-hitting damage due to STAB. 

PvP Rating Explanation

Great League: 2 / 5 

Kingdra is mostly a late game nuker/closer, with very good potential ultimately held back by a difficult moveset. A Dragon/Water typing is excellent for PvP due to only having two weaknesses, one of which Kingdra can also fight back against (Dragon). The irony with Kingdra's moveset is that its fast moves are powerful (especially Dragon Breath), but its charge moves are incredibly expensive energy-wise. As a result Kingdra is very cumbersome when it comes to shield pressure, and in certain matchups where the opponent shields at least once, Kingdra's damage output can almost entirely be dependent on its fast moves alone. Overall Kingdra is mostly a niche pick that can perform well in some closed situations such as the Silph Arena's Kingdom and Rainbow Cups, but otherwise mostly excels when shields are down. 

Ultra League: 4 / 5

Kingdra sees a lot more dominance in Ultra League, while still maintaining most of its pros and cons from Great League. A significant matchup that helps increase Kingdra's rating is against both forms of Giratina, the main highlights of Ultra League. Wins against Giratina Origin in all shielding scenarios, and wins or ties with Giratina Altered without shields depending on moveset, gives Kingdra an opportunity on some rosters. As a no-shields nuker, Kingdra sees considerably more wins than losses in Ultra League, but still has to watch out for hard counters like Dialga. 

Master League: 0 / 5

With a max CP of 2641 Kingdra doesn't have sufficient stats to compete in Master League. It can still beat Kyogre if it gets a shield though.
