Offensive Moves Explanation
  • Water Gun is preferred for its STAB, speed, and energy gain.

  • Tackle, Quick Attack, and Hidden Power are inferior; lack of STAB, coverage, and DPS make them non viable

  • Hydro Pump is preferred due to its raw power; fits into Starmie’s role as a Water-type glass cannon

  • Psychic is on par with Psybeam; though the latter has lower DPS, Starmie lacks the bulk to use a 1 bar move effectively.

  • Power Gem is generally inferior as it doesn’t offer STAB or meaningful coverage.

Defensive Moves Explanation
  • Hidden Power is the preferred quick move for its relatively high defensive DPS and surprise typing factor; Water Gun, Tackle, and Quick Attack have abysmal base power.

  • Psybeam is slightly superior to Psychic; though they share the same damage window, the former has 2 bars to work with.  

  • Hydro Pump has an early damage window and high base power, but Starmie might faint before it gets a chance to use the move.

  • Power Gem is clearly inferior due to its late damage window and lack of meaningful coverage.
Rating Explanation:

When picking from the plethora of Water-types, Starmie holds a slight Atk advantage over top tier ‘mons like Vaporeon and Omastar. The obvious reason Starmie doesn’t see wider use: it’s made of wet tissue paper. All three of the aforementioned attackers have access to Water Gun / Hydro Pump, but Starmie has neither the Def nor the HP to square up to Vaporeon and Omastar.

Additionally, Starmie lacks a Psychic-type quick move (except for the rare Psychic-type Hidden Power), so it can’t even be considered as Psychic-type glass cannon. Alas, our star friend is relegated to the role of expensive knockoff of optimal attackers.  

One redeeming quality could be Starmie’s usage of Hidden Power, which can conform to any type. The rare combination of Rock-type Hidden Power and Power Gem could prove a decent asset for Moltres / Articuno raids.
