Overview

The threat that Moltres has posed as a raid boss has consistently fallen off since its initial release back in 2017. Each new Rock Type Pokemon and move makes life harder and harder on the Team Valor mascot, to the point that Moltres is a fairly easy duo that potentially be soloed given the proper counters and a near-perfect situation.

As stated, Rock Types are the absolute best counters for this raid, to the point where even the monster that is Primal Kyogre comes up short in comparison to many of them. It takes rainy weather plus a Water Type Mega Evolution/Primal on the field to allow Water Types to threaten the dominance of Rock Types in this raid.

Approach

Team composition

  • One of the easiest possible Duo-runs is to have both players run nothing but Mega Aerodactyl and simply revive/re-enter when fainting. 

  • Rampardos has massive DPS that goes into Solo range in partly cloudy weather.

  • A team of Rock Wrecker Rhyperior has the TDO to duo without needing to relobby and is just a hair short of Solo DPS in partly cloudy weather on its own.

  • Shadow Tyranitar is the middle ground between the above two.

  • Many other Rock Types are definitely viable for this raid and can easily make the duo.

Dodging strategy

  • Probably a good idea for Rampardos to dodge in order to keep its TDO as high as possible, generally not needed otherwise. 

  • Some dodging can be a good idea for the Mega Aerodactyl duo outlined above

Arguably the absolute best counter for this raid, Mega Aerodactyl hits like a truck and makes other Rock Types obscenely powerful while on the field. It's hard to over-state just how strong of an option Mega Aerodactyl truly is for this raid.

The king of the seas has the power to overcome many Rock Types, but it's still low-powered when compared to the top Rock counters while it's not Rainy out. On that note, it's also a great option to bring along if you don't bring along Mega Aerodactyl, as it will boost the entire team even if it never takes the field.

While not up to par with Primal Kyogre, Mega Swampert is still a great Water Type Mega Evolution that can put in the work.

While naturally bulky, Mega Aggron's mono-Steel typing does it no favors here. It's still an okay pseudo-Rock Type Mega Evolution, though.

You want DPS? This fossil has DPS. This long-extinct Sinnoh Pokemon hits like a meteor, and is always worth prioritizing in this raid.

Rhyperior Rhyperior

While not quite as DPS-oriented as Rampardos, Rock Wrecker Rhyperior still has outstanding DPS and tremendous TDO as well. In overall terms, this is the single most reliable counter to Moltres, and should definitely be another raid team priority.

Shadow Tyranitar sits somewhere between Rampardos and Rhyperior in terms of DPS and TDO. It's overtly powerful and another top-priotity if you're lucky enough to catch a good one.

Easily overlooked among the other Rock Type tyrants, Shadow Aerodactyl is an outstanding counter with great overall performance for anyone that's managed to catch a good one.

Good Counters

With a double-resistance to Fire Type attacks and a high average DPS, Tyrantrum has a great overall position in this raid and is a definite priority pick.

Shadow Aggron's Steel sub-typing is a bit of a liability in this raid, but its high base defense and outstanding Rock Type moveset allows it to sit in an extremely good position on this raid.

A bit amazing that it's taken this long to have a Legendary Pokemon on this list, but here we are. Terrakion is a great overall counter, with high Rock Type damage and a solid set of resistances to its name. Hard to go wrong here.

The shadow forme of the OG "Ultimate Counter", Shadow Omastar double-resists Fire and hits like a truck. Just note that it's going to take some Elite TM power to get the right moveset here.

Gigalith Gigalith

The Gen 5 Golem and pure-Rock Type, Gigalith can definitely hold its own in this raid. Meteor Beam gives it the sheer power needed to really cause some pain for Moltres.

The one true classic among the Rock Types, Golem is back in its Shadow Forme. While not as strong as the above, this is still a great Pokemon to have on your team.

Ah, a true classic. Many players probably still have a team of Smack Down Tyranitar from its Community Day, and this Johto Pseudo-Legendary still has great average performance despite being overshadowed in more recent years.

Much like its Shadow forme, classic Aerodactyl is fairly easy to overlook. However, it's still a strong option that can put in the work.

Despite lacking STAB on its Rock Type moves, Landorus - Incarnate has an Attack stat so high that it can still deal extremely solid damage. Just note that, unlike everything above this point, Landorus lacks a Fire Type resistance, making it a bit more on the frail side.

Not as strong as the other options on this list, but Meteor Beam keeps it relevant.

This... wow. Despite lacking a Rock Type fast move and having a terrible Rock Type charge move, Archeops is still capable of at least decent damage in this raid. It's probably best to not invest here, but it's still usable if you already did drop the dust.
