CP always reducing while Trading ??
I am level 40 trainer and my best friend is a level 37 trainer . NOW for example say i trade him a 500 cp pokemon and he also trade me a 500 cp pokemon
The pokemon he always get after trade is of 500+ cp and the pokemon i always gets is of cp lower than 500
isn't it supposed to be opposite ??
if anybody can explain me this please or pointing out where i am wrong

Big picture, 20-30 is a pretty small sample. Still, are you consistently trading things that are high IV? Those are more likely to go down since there are more spreads available at lower IV than higher ones. I've had similar trade sessions where nothing gets better and others where I pop several luckies in a row. It's pure RNG, you're as likely to roll one specific spread as you are another.
RNG. The higher your friendship level, the lower the range of potential new IV's.
But lately, I've noticed that 75% of my trades end up with both Pokémon being lower IV for at least one of the trainers. And there have been far fewer Lucky Trades (which I'm kinda happy about since lately I've just been trading to get more "rare" Kanto Pokémon to transfer into Let's Go (like Fossil Pokémon, Eevee's, Pikachu's, etc.)) recently for me than normal.
I wonder if they adjusted the trading algorithm in the last update?
Level doesn't affect how the trade comes out. Depending on how good your friendship with the other person is will increase the minimum possible IV for the mons traded. I would stay away from trading anything over 80% IV since there is a better than not chance the CP will lower.
If you do not know how to check IVs there are a couple good apps that will check using an overlay.
